Golden Dragon Museum director Russell Jack and Museum of Contemporary Art director Liz Ann McGregor OBE will be part of the ceremony.
Lion dancers, tai chi, Chinese fireworks and musician Ting will also feature.
The $350,000 transformation project was funded through Regional Arts Victoria's Small Town Transformations program on behalf of the state government.
Features of the Avoca project include a pavilion, Chinese and indigenous plants and a water feature which transfers storm water from the street to the Avoca River.
''The funding has built more than just a garden, it has brought the town of Avoca to life, encouraged Chinese language and learning in the primary school and will set the scene for many celebrations in years to come,'' a project spokesman said.
The Avoca Chinese Gardens will be opened at noon.
