Norris finished the third stage in eighth spot, 10 seconds behind winner, Drapac team-mate Jai Crawford.
However, in general classification he sits in fourth place.
Ben Dyball is holding on to a one second lead heading into the next stage.
The third stage saw riders race 93.1km from Launceston to Grindelwald.
Norris was the best placed cyclist from central Victoria, with Sam Crome in 17th place.
Chris Hamilton was in 25th place and Darren Lapthorne was 33rd.
The fourth stage will be a 106km long road race and will run from Ulverstone to Penguin.
The Tasmanian tour will finish on Sunday.
