That was the rightful assessment of Bendigo police on Wednesday after catching a woman driving in White Hills with five unrestrained children in the back seat.
The unlicensed driver told police she was 'running late'.
Bendigo Highway Patrol acting sergeant Peter Dyer was spot on the money when he said even a low-impact collision under such circumstances was a 'disaster waiting to happen'.
Our police who put so much time and effort into educating the public about road safety must shake their heads at such blatant disregard for road laws.

To have four children sit in the back seat of a car on a busy and dangerous road without wearing a seatbelt is a staggering breach of trust and responsibility.
To place a six-year-old in the foot well behind the front passenger seat is beyond belief.
It will now be left to a court to decide what penalty should be imposed for such action.
We will watch with interest.
