Dr Napthine was met by protesters upon his arrival at the old Bendigo Gaol site but continued with the tour.
"This magnificent theatre complex will provide the Bendigo community with a great new space for educational purposes, major shows, conferences and community gatherings," Dr Napthine said.
"The Victorian Coalition Government has provided funding of $10.5 million to the theatre project, which will be completed in early 2015.
"Funding has also been provided by the Commonwealth Government and the City of Greater Bendigo."
During the tour, Dr Napthine asked if a suitable production had been selected for the opening.
"Perhaps the Jailhouse Rock," he joked.
The development involves the re-use of the old Bendigo Gaol to create a new 1000 seat, two-tier theatre with a large stage, learning areas and dressing rooms.
