The new salon will be next door to the hairdressers' current Pall Mall address, but owner Jill Cantwell said the newly renovated premises were a strong step up.
"It's absolutely beautiful but also absolutely understated," Ms Cantwell said.
"It just works really, really well."
Ms Cantwell said every nook and cranny had been designed to maximize customer comfort.
"Each area has a different feel," Ms Cantwell said.
"Our basins are second-to-none; your head lies flat so you don't have to crane your neck.
"There's also a lot of space; the feeling has been well thought-out so there's better acoustics - the noise won't bounce off the floors or walls.
"When you're in here you have a sense that this is a lovely place to be."
She said she was especially proud of the fact the salon was accommodating to people with disabilities.
"Predominantly hairdressing salons are very small but we have the space to accommodate people with disabilities," she said.
She said they also had "beautiful" disabled toilets.
"It's not exclusive - it's a salon for everyone," Ms Cantwell said.
"Everyone should have the opportunity to be treated like a king or queen for the day."
Ms Cantwell opened Jools for Jim 30 years ago and it is now one of the largest independent salons in Australia, employing 36 staff members.
Ms Cantwell said Jools for Jim placed a strong emphasis on customer service, which had helped it build a loyal client base.
She said customers could expect wine, coffee and home-made biscuits when they visited.
She said the new salon would be selling Shu Uemura hair products.
She said Shu Uemura was an exclusive brand and only 26 salons in Australia were permitted to sell it.
"We are so excited to be able to offer Central Victoria leading hair products and treatments," she said.
The salon offers a range of hair, skin and nail treatments.
