City of Greater Bendigo councillors last night unanimously approved the development earmarked for Edwards Road.
Developer Birchgrove Property will fund full signalisation of the Edwards Road/Calder Highway intersection, an upgrade of local traffic intersections, enhancement of the bus route and several bike and walking routes around the township.
It will also provide a new community centre, district level play space and associated car space.
Councillors last night praised the development, with councillor Peter Cox saying it had "raised the bar" for future Bendigo projects.
The council, an independent panel and the public have assessed the development; there were 12 objections.
The CFA also objected to the rezoning because of fire risk, but the concern was dismissed by the panel.
The proposal will now go to the Planning Minister for final approval.
