One member of the group, an 18-year-old man has been charged twice in four days with drink driving.
He has been bailed twice to appear in Bendigo Magistrates Court on March 21.
The car they were driving was found to be unroadworthy with Bendigo police saying it had a smashed windscreen, no exhaust, was pouring oil from the engine, had unroadworthy tyres, no indicators on the front and unsafely secured seats.
After grounding the car on Thursday, the group were pulled over in Queen Street while driving the vehicle yesterday.
The 20-year-old female driver was charged with using a vehicle with a major defect notice, driving an unroadworthy vehicle and removing a major defect notice.
Leading Senior Constable Todd Deary, of the Highway Patrol, said the driver had almost hit a woman near the High Street KFC.
"They have a number of charges pending, mostly infringement notices," Leading Senior Constable Deary said.
Leading Senior Constable Deary said police could not impound the vehicle unless it was used in hoon activity or evading police.
Anyone who sees people driving unsafely should notify Bendigo police on 5448 1300.
