Mr Keating was riding Many Doves for veteran Bendigo trainer Allen Browell in race three at Kyneton on Saturday when he fell at the 300m mark.
Mr Keating was flown to the Alfred Hospital with head injuries.
"Our horse appears to have clipped the front foot of Linda Meech's horse (Savanna's Heart) and they went straight down,'' Browell said on Sunday.
"There was nothing John could do about it. There was no fault of any of the other riders.
"It's just one of those horrible accidents that happen in racing sometimes."
Racing Victoria Limited stewards have adjourned an inquiry into Keating's fall.
