Ramsay, who took a wicket with the first ball of the game, claimed 6-25 as the Vics bowled out the Blues for 152 at Canterbury Park.
Victoria reeled in the Blues' score with an over and three wickets to spare thanks largely to a fine 53 from skipper Fergus O'Neill.
"It was a great win by the boys... everyone really stepped up today,'' Victoria team manager Travis Colley said.
"Sam bowled beautifully, particularly his first spell.
"He bowled in good areas and swung the ball around which made it very hard for the opening batsmen."

William Fort (53) rescued NSW from 4-13, while his team-mate Alex Sidhu continued his outstanding tournament with the ball, claiming 4-41.
The result means Victoria is the only unbeaten team going into the final two rounds on Thursday and Friday.
Victoria plays second-placed Queensland on Thursday and fifth-placed the ACT on Friday.
Queensland made light work of the Northern Territory on Tuesday.
Sam Neale's great spell of 3-4 off eight overs enabled the Maroons to dismiss the NT for 69.
Harry Austin (50 retired) and Matthew Stirling (37 retired) were the pick of the batsmen in Queensland's total of 4-204.
The ACT made South Australia work hard for its win at North Bendigo.
Jay Allen (39) and Riley Rawiri (34) led the ACT to 9-153 off 50 overs.
The game was in the balance when SA fell to 3-73, but a 78-run partnership between Lachlan Pointon (54 not out) and Aryan Sareen (28) won the game for the Redbacks.
Earlier, William Montgomery made a well-compiled 38 for SA.
