Martin finished tied for third after the final stage of qualifying school at Peninsula Golf Club.
Heading into Friday's final round, the Neangar Park product only needed a solid 18 holes to finish in the top 25 and earn his spot on next year's tour.
But he left nothing to chance, with a superb three-under par 69 propelling him to 12-under for the tournament.
Martin's round was laced with six birdies, including five on his bogey-free front nine.
A brilliant six-under par 66 on the opening day set up his charge back onto the tour.
He then stroked an even-par 72 in the second round, before consecutive scores of 69 to come home strong.
Martin finished one shot behind runner-up Matt Jager and four adrift of amateur Callan O'Reilly.
For O'Reilly, the victory means the equivalent exemption category 8a, equal to winning a state-based title.
The next 24 best players receive exemption category 11.
Axedale's Kris Mueck had already earned category 10 exemption for next year after a string of good performances in tier two tournaments.
The 2014 tour tees-off with the Victorian PGA Championship at Heritage Golf and Country Club from February 6-9.
