Both have played inter-league for the Loddon Valley Football League, with their signings taking the tally of Kyneton's recruits to 18.
Stevenson has been a shining light in the ruck in recent seasons for the battling Inglewood.
He won the LVFL Rising Star Award in 2012 and polled 15 votes in this year's Harding Medal.
"I've only seen a little bit of Stevenson, but he looks like he'll be able to play some good footy in Bendigo no worries," Kyneton coach Mark Adamson said on Saturday.
"He has the right attributes with his endurance and size and has a very god pair of hands.
"He has been able to make the step up and play good football at inter-league level, so that's a good sign."
Houlden played full-back for Inglewood.
"He offers us a lot of flexibility with his ability to play key position," Adamson said.
"He's very mobile, is a good size and will come into Bendigo footy with some good attributes.
"They are two good signings for us."
Kyneton opens its season next year against Eaglehawk at home on April 5.
