The Bloods have added Ty Parsons as an assistant coach and Ryan Hudson.
Parsons was an assistant coach with Shepparton East in the Picola District league this year and has previous Goulburn Valley league experience with Shepparton United and Mooroopna.
"Ty is an onballer who can also go forward and is a hard-at-it player," Arthur said on Thursday.
Parsons works as a personal trainer and will also be the Bloods' strength and conditioning coach.
Hudson joins Elmore from Rumbalara, while he also played in Moama's 2010 Murray league premiership.
He was among Rumbalara's best players nine times in the 14 games he played this year.
"He has been a very good midfielder with Rumbalara the past couple of years. He's a quick player, so he's a good signing for us," Arthur said.
Parsons and Hudson are the first two of what Arthur hopes will be as many as 10 new recruits for the Bloods in 2014, which will help to offset the loss of players including Andy Grant, Tom Grant and James Drake (all to Mitiamo) and Danny Bateman (Pyramid Hill).
The Bloods, who finished on the bottom of the ladder this year with one win, will begin their pre-season training next month.
Elmore hosts Heathcote in round one next year.
