Council coffers, a central Bendigo development and a number of council plans will go before councillors on Wednesday evening in what looms as a relatively low-key meeting.

A financial report to council shows that, as of December 31, the council’s financial position is $2.6 million better off that estimated in the budget.
Savings of $1.9 million due to staffing restructures were a big contributor to the surplus, according to the report, which states temporary savings have been made due to existing positions not being backfilled.

Elsewhere, councillors are recommended to reject a planning application for a four-storey apartment block on the corner of Williamson and Galvin Streets.
A report to council suggests the development, which received six public objections, be knocked back on the grounds it will adversely impact the significance and appearance of the heritage place, it does not respect the character of the existing neighbourhood, and it does not comply with the height and setback requirements.
Councillors will also be asked to vote on a development plan for a 119-lot subdivision at Emu Creek Road, Strathfieldsaye, which includes a number of small amendments, namely the merging of a few lots and the replacement of a proposed roundabout with a three-way intersection at the site.
Meanwhile, councillors will vote on whether to endorse a council submission regarding the draft local government act, which voices concern some elements of the bill may be too restrictive for councils, described by mayor Margaret O’Rourke as “unnecessary regulation”.
Councillors will also be updated on the community access and inclusion plan 2015-18.
