Residents of the area reported hearing two explosions about 10.30pm to emergency services.
The blasts led to small grass fires on a vacant block in the vicinity of Mackenzie, Ophir and Rowan streets.
There were also reports of a possible explosion in the area earlier in the night, about 7pm.
Sergeant Luke Kinder from Bendigo police said that while on this occasion the explosive devices only burnt grass, they were unpredictable and put those using them at risk of harm.
Anyone who heard the explosions or saw suspicious activity in the area on Tuesday is asked to contact Crime Stoppers on 1800 333 000.
