Cycling Australia has named the cyclist as Jason Lowndes, and his current team Israel Cycling Academy confirmed his death in social media posts.
UPDATE 7pm: A 23-year-old Strathfieldsaye man has died after this morning’s crash at Mandurang.
The cyclist was struck from behind by a Mazda sedan driven by a 20-year-old Kangaroo Flat woman at 10.15am on Sedgwick Road.
He was flown to The Royal Melbourne Hospital following the crash but died several hours later.
The driver of the Mazda, who was also taken to hospital, stopped at the scene and has been assisting police with their inquiries.

Police attended the incident at 10.45am and are still investigating the details.

The air ambulance has left Pearce Reserve, Mandurang, with one patient on board.

EMERGENCY services are at the scene of a crash involving a car and a bike at Mandurang.
An Ambulance Victoria spokeswoman said a man in his 20s was hit by a car while he was riding his bike.
Police are directing traffic away from Sedgwick Road, down Pearces Road.
An air ambulance is on its way.
Paramedics are assessing the injured man at the scene.
The spokeswoman said he appeared to be in a critical condition.
On Thursday, an air ambulance attended a two-car crash at Barnadown that left one man in a critical condition.
