Victoria police said investigators were told a bus was travelling south along the Sunraysia Highway about 3.10pm.
The driver lost control of the vehicle which left the highway and rolled down an embankment, Senior Constable Adam West said.
One of the passengers, believed to be a woman, died at the scene, Senior Constable West said.
At least 18 people have required medical treatment and it is believed the bus was carrying 30 adult passengers at the time.
Some of the injured are expected to be transported to Bendigo Hospital.
A family member told Fairfax Media the bus was travelling from Mildura to Ballarat.
A group of bowls players had been in returning from a tournament. They said their family member called and said “people were hanging from their seats with their seat belts”.
The competitors were from various clubs across the Ballarat District Bowls Division.
Ballarat District Bowls Division chairman Sandra Chapman said the bowlers had been competing in the Dot Jenkinson Ladies Pairs competition at clubs around Mildura.
“We're devastated by the news and our thoughts and prayers are with the family and the bowling community,” Ms Chapman told Fairfax Media.
Detectives from the Major Collision Investigation Unit are attending and the Sunraysia Highway will be closed for some time while police investigate.
An Ambulance Victoria spokesperson said two passengers were flown to The Alfred in Melbourne in a critical condition, while another passenger has been flown to the Royal Melbourne Hospital in a serious condition with chest injuries.
Three ambulance helicopters were involved in the operation.
Another five patients are expected to be transported to hospitals in Ballarat and Bendigo, while at least 14 patients have suffered minor injuries, with more to be assessed.
Anyone with information, who witnessed the collision or has dash cam footage is urged to contact Crime Stoppers on 1800 333 000 or submit a confidential report online at www.crimestoppersvic.com.au
More to come.
