Vehicles must give way to pedestrians at the crossing when the lights are flashing.
Shortly after the incident, Leading Senior Constable Gary Boucher said investigations were continuing but the driver would likely be issued a penalty notice for failing to give way.
The woman was taken to hospital for observation.
Leading Senior Constable Boucher reminded drivers to be careful, particularly when sun glare was an issue.
UPDATE 4.40pm: All lanes of Arnold Street have been reopened to traffic after a woman was struck by a car just after 4pm.
The woman, who suffered minor injuries in the incident, was taken by ambulance to Bendigo hospital for treatment.

One lane is blocked to traffic.
The woman is believed to be in her 60s.
