The bodies of the two men - a 19-year-old Mernda man and another man who police are yet to identify - were pulled from the lake at Redleap Reserve in Mill Park late Sunday night.
A friend standing on the shore alerted emergency crews when he lost sight of the two about 6.30pm on Sunday.
The body of the first man was pulled from the water around 9.20pm on Sunday, a police spokeswoman said.
The Mernda teenager's body was located just after 10pm, she said.
The lake is in a park that includes a playground, a cricket oval and a basketball stadium.
Police, search and rescue crews, and Ambulance Victoria paramedics were all called to the scene.
