A passer-by discovered the man’s body on Nyah West Road, near the intersection with Matson Lane, north-east of Swan Hill, about 4.30am on January 29.
Investigators believe the man was struck by a vehicle while lying on the road, however it is not known why he was lying down at that time.
The movements of the man are accounted for up until about 3am and it is believed he is likely to have been alcohol affected.
He has no other injuries apart from those consistent with being struck by a motor vehicle.
The deceased has since been identified as a 23-year-old Tongan national.
MCIU detectives are investigating the death and are appealing for anyone who was travelling in the area at that time to contact police.
Detective sergeant Mark Patrick said someone out there knew what had happened to this man.
“We believe someone has struck the victim while he was lying on the road and then left the scene,” he said.
“We’re keen to speak to anyone who has knowledge about the incident so it can be resolved and we can give the grieving family some comfort.
“Investigators would also like to speak to anyone who has further information about the victim’s movements in the lead up to his death.”
Anyone with information is urged to contact Crime Stoppers on 1800 333 000 or submit a confidential crime report at www.crimestoppersvic.com.au
