There is no visible damage to cement truck, but the smaller truck has to be towed from the scene.
Acting Sergeant Megan Gladstone said the driver of the small truck was taken to Bendigo Health, complaining of soreness.
Napier Street resident and witness Colin McPherson said crashes and near misses were a regular occurrence in the area.
“It happens here all the time,” he said.
Crews are still working to clear the scene.
UPDATE 9.43am: Traffic headed towards Bendigo is being diverted down Weeroona Avenue as crews await the arrival of a bigger tow truck.
UPDATE 9.34am: The driver of the smaller truck has been taken by ambulance from the scene of the crash.
EARLIER: Emergency services are responding to a second crash this morning, this time near Lake Weeroona.
Two trucks were involved in the crash – a large cement truck and a small garbage truck.
Traffic has been reduced to one lane on Napier Street, near the railway crossing.
Motorists heading out of Bendigo can still get through, however traffic headed into Bendigo is being diverted.
Police and ambulance officers also attended a crash before 8am near Ascot where a cyclist and car collided.
