Police were called to the Mitchell Street end of the mall about 12.30pm to break up a fight between a man and another group of people.
Sergeant Greg Gentry said the man was “overdosing” on synthetic cannabis and was acting erratically and aggressively towards passers-by.
A group engaged with the man and a fight started, requiring police attendance.
The man was subdued by police and taken to the hospital to manage his psychotic episode, and the teenager was taken to the police station for aftercare following the pepper spray.
Sergeant Gentry said the man will be interviewed by police.
Police remain on the scene to remove traces of pepper spray from the area.
