The Bureau of Meteorology has forecast damaging winds averaging 60 to 70km/h with peak gusts of 100km/h for the Central, North Central, Wimmera and South West forecast areas.
The SES advises that people should move vehicles under cover or away from trees, secure or put away loose items outside and keep clear of fallen power lines.
The forecast cold temperatures, rain and strong winds have also prompted a warning for sheep graziers in the Northern Country, North Central and Central forecast areas, among others, as there is a risk that lambs and sheep exposed to these conditions could die.
Bendigo can expect a high chance of rain on Monday, most likely in the afternoon and evening, with winds becoming stronger as the day progresses.
The temperature is expected to reach a maximum of 12 degrees.
Meanwhile Castlemaine is looking towards rain with possible hail and a thunderstorm in the evening, and a top of about 11 degrees.
For emergency help in floods and storms, call the SES on 132 500.
