The Hit Factory boxer defeated Queensland 52kg state champion Ben Cameron-Hands in Brisbane on the weekend.
Trainer Danniel Burton said it was a long day for Scanlon, who left Bendigo at 4am, to fly to Queensland for the fight at Deception Bay.
"After a bit of a slow start to the fight, he built up momentum and after the second round he had barely a puff up," the trainer said.
"I knew we need one big round to make certain we sealed it.
"Tully delivered put on a boxing display in the last round and got the win."
Scanlon will enter the 54kg junior division this year, after he won a silver medal at 2015 nationals at 48kg.
He will be joined on the Gold Coast by Burton, who will be an assistant coach with the Victorian team.
About 30 Victorian boxers will contest the titles.
