Developer Birchgrove Property has committed to installing lights at the intersection before it releases its 100th lot at the 244 Edwards Road development, previously known as Forest Park Estate. No lots have yet been released.
"Two years is probably a fair indication (for lights),” Birchgrove managing director Damien Tangey said.
"We're progressing through approvals and design with all reasonable intent and we'll be starting as soon as we are able,” he said, adding that his company had committed to “fixing an existing problem”.
"It's not when the 100th house is actually occupied, it will happen (months) before then."
As Maiden Gully and Marong have grown and Edwards Road has attracted more traffic from burgeoning estates, accidents have increased at the intersection.
At many times of the day, a steady flow of cars can be seen turning right out of Edwards Road bound for Bendigo.
More than 400 people have signed a petition calling for traffic lights or a roundabout to be put at the intersection.
Maiden Gully mother Angie Thomson, who started the petition on change.org, said it was a matter of time before someone was killed.
"Everyone's thinking the same. They know it's a problem," she said.
Two years was too long to wait for a solution, Mrs Thomson added.
"There will be more accidents in the meantime - and it will be to the point that someone will die."
Neither the City of Greater Bendigo nor VicRoads will be stepping in to install lights any sooner.
Brett Martini, the council’s engineering and public space manager, said the city played only an "advocacy" role when it came to the intersection.
Mal Kersting, VicRoads regional director, acknowledged housing developments had made the intersection busier.
“To help in the reduction of crashes along Marong Road, VicRoads reduced the speed limit from 90km/h to 80kmh in August,” he said.
