City FC marked its first home game on Eaglehawk's pitch at Truscott Reserve.
Richmond was first to break the deadlock in the round 10 match.
A Jason Shade header from a corner levelled the match.
An ankle injury sustained when he landed after a great strike to beat the defence forced Shade from the pitch and out of the match.
Bendigo City continued to set up many chances in the second half, but was off target.
Richmond goaled at just over five minutes to go.
Playing coach of Bendigo City, Greg Thomas said the result was disappointing.
"We just didn't make enough of our scoring chances. Its been a theme in a few of our matches this season," Thomas said.
"It was a tough afternoon for all of the midfield.
"There were a lot of tight battles and pressure put on both teams."
Bendigo City's best included Riley Doolan at right full-back and George Mcheileh in midfield.
"Riley is such an energetic player and is in great form," Thomas said.
Saturday's play at Eaglehawk kicked off with a 4-3 victory for Richmond in the under-20s match.
Bendigo City is back at Truscott Reserve next Saturday to take on Whittlesea Ranges.
The under-20s match is at 1pm. The senior game kicks off at 3pm.
