Tarr, who has been the general manager of the Mildura Basketball Association for five years, will relocate his family to Bendigo from Mildura for the role.
"There is so much opportunity for this club and I feel very excited about seeing the Spirit re-engaging with this region and making the Spirit the number one ticket in town," he said.
"My job will be to ensure we build strong partnerships with our local communities and ensure we are here for many years to come."
Tarr will begin working with the Bendigo Spirit on June 1.
"We are serious about getting things right off the court and Adam's appointment demonstrates our determination to get to work well before the next season," Spirit chairman Greg Bickley said.
Bickley said the Spirit had already adopted some recommendations from a recent Australian Sports Commission report into the WNBL that highlighted the need for clubs to operate with a higher level of professionalism.
"We have already adopted some of the recommendations from the report that highlight sound financial management and budget restraint," Bickley said.
"But we also realise that proper planning is required to get the best results in the long run. Adam will be working full time in the role months before the season starts and this will be a huge advantage for us as we look towards the future."
