The award commemorates the achievements of Kelly - who was a occupational therapist at Bendigo Health - but died tragically in a plane crash in Papua New Guinea in August 2009.
It is presented to a Bendigo Health occupational therapist who demonstrates the qualities Kelly epitomised - passion, commitment and determination.
For five years, Kelly's parents Deborah and Keith Weire have sponsored the award. They said they hoped it inspired the recipient to "be the best they could be".
"Kelly was very focused on learning and being the best she could possibly be," Mrs Weire said.
"She worked at Bendigo Health for almost two years. She studied in Melbourne and moved (to Bendigo) and it was the love of her life.
"She loved the community, all the people she worked with and she was passionate about the job."
Ms Gallagher, who has worked with Bendigo Health since 2013, said it was an honour to receive the award.
"It's just a really special thing to have recognition of good work. I know from speaking to other people in other health organisations that it's not a very common thing," she said.
"I am really aware of its uniqueness but also with the history of Kelly and her relationship with the staff - it is really special. People were saying to me, you remind me a lot of Kelly and for someone who was really admired that is probably the highest praise and the best part of this award.
"It's very special and I am very proud."
Bendigo Health Allied Health director Sally Harris, said Ms Gallagher was nominated for the award because of her enthusiasm, leadership and commitment to continuous improvement of services not just because of her fine clinical skills.
"Sarah is someone who assists clients to identify their goals and works collaboratively with them to achieve the outcomes they plan for," she said.
