Moore teamed with Simon Rowland in a Ford Fiesta to win both heats and the overall race in the P2 class.
They came 10th in the outright standings.
Fellow local Brian Semmens battled mechanical issues all day, but still managed second place in both the two-wheel-drive championship and P4 category.
"We blew a head gasket in the car and had to nurse it along," he said of the V6 Nissan S12 Silvia, co-driven by Dan Parry.
"We were having to fill it up with water after every stage just to get through.
"And the final stage was a quite long one, so we had to slow down a bit so we didn't run out of water."
The pair finished seventh outright.
Another Bendigonian, Tony Morley, made his return to rallying at the event after a year away from the sport with Rod Hunt in the co-driver's seat of his turbo Subaru WRX.
He ended the race in 17th place outright, but was sitting third in the P6 class.
Semmens said the action was fast and furious on the forest roads around Eildon, with many teams crashing out of the race.
Crews were left with plenty of repair work to get their cars back on track for the second round of the Focus on Furniture-sponsored championships, to be held in Marysville on April 18.
