"Pedestrians always have the right of way," he said.
"Especially with school starting this week, it's important for drivers to look out at crossings as much as possible."
The two people were hit while walking across the pedestrian crossing nearest to the V/Line bus terminal.
The husband and wife have both been taken to Bendigo Health. The 56-year-old woman had cuts and abrasions to her arms.
UPDATE 2.55pm: A man is being treated for shock and a woman for cuts and abrasions to her arms after they were hit by a car at Bendigo Railway Station.
The two pedestrians were a husband and wife from Bendigo, aged 61 and 56.
They are both being taken to Bendigo Health.
Leading Senior Constable Brian Smith said the driver of a Mercedes failed to give way at the crossing and was closely behind a bus at the time.
He said the car was driving very slowly when it hit the two people.
The driver will be issued a penalty notice.
EARLIER: Paramedics are attending to a man and a woman at the pedestrian crossing at Bendigo Railway Station after a car collided with a person.
Police are interviewing the driver at the scene.
The incident happened at the crossing close to the V/Line bus terminal.
