Magistrate Patrick Southey ordered Nicole Singleton to pay $2083 in a September 30 hearing, before official sentencing on December 9.
He said if Ms Singleton paid the compensation - to cover attack victim Liza-Jane Purtill's medical bills - he would not fine or convict her.
But the court heard on Tuesday that Ms Singleton had not paid Ms Purtill and didn't intend to.
The magistrate fined Ms Singleton $1500 - in addition to the compensation and $2729 in legal costs and pound fees - and convicted her under the Domestic Animals Act.
Ms Singleton told the magistrate she would not pay the fine, compensation or fees.
The magistrate told her she could be jailed if she didn't pay.
Prosecutor on behalf of the City of Greater Bendigo Garry Quinn said pet owners should be aware of their legal obligations, as penalties for breaching the act could be significant.
He said owners of impounded pets often had to pay vet and pound fees.
"Owners have very substantial obligations under the act," he said.
Ms Singleton's dog, a Rottweiler named Rocky, was seized by the pound on July 31 - three days after the attack - and was put down shortly after Mr Southey ordered its destruction on September 30.
Ms Singleton was charged for each day Rocky was impounded at the Bendigo RSPCA.
The incident took place in Arnold Street, when Ms Singleton's dog attacked Ms Purtill, latching onto her arm and dragging her to the ground.
Ms Purtill required surgery on her arm and spent two days in hospital recovering.
She was unable to work for two weeks.
Rocky also attacked a council worker ordered to seize him from Ms Singleton's home.
Ms Singleton previously told the Bendigo Advertiser Rocky was a "beautiful" family dog.
