The plea comes as Cold Case Missing Person Squad detectives have uncovered new evidence against a possible suspect in the case.
For operational reasons police are not in a position to provide further details other than to say that this investigation is open and they appeal to anyone with information to come forward.
A $1 million reward remains on offer for information leading to the arrest and conviction of those involved.
Ms Jacobs was murdered in her Wood Street unit while sleeping with her six-year-old son Ben on June 12, 1999, an unsolved crime that shocked Bendigo.
The circumstances of the killing was suspected as payback from the Hells Angels for Ms Jacobs turning state’s evidence.
Homicide squad detectives and Vicki's friends have long believed she was murdered because she testified against her former husband Gerald Preston over the 1996 double murder of two men in South Australia.
Preston was convicted in 1998 and sentenced to 32 years in prison for being paid by the Hells Angels motorcycle gang to carry out the killings of known drug dealer Les Knowles and his associate Timothy Richards.
The news comes after Victoria Police announced they were offering $1 million as a reward to people who help solve cold case murders.
