Cricket Victoria this week announced expressions of interest were open for clubs or associations wanting to join the Premier Cricket competition in 2015-16.
Expressions of interest opened on Wednesday and must be submitted by Friday, December 5, giving clubs or associations just a 16-day window.
A short-list of candidates will then be selected for stage two on December 9, with the successful club or association to be given the green light on February 17.
"The timeframes are very tight and it looks like they are going to short-list fairly quickly," Walsh said.
"We aren't due to meet as a board again until Monday week (December 1), so there's no way we'd be able to meet the timeframes to make an informed decision."
To lodge an expression of interest, an entity must provide a formal letter signed by the president; a letter of support from local government signed by the CEO or mayor; and any other supporting documentation.
The opportunity to join the Premier Cricket competition comes following the approval of a merger between Dandenong and Hawthorn-Monash University after this season.
"The establishment of a Premier Cricket Club needs many resources and buy-in from stakeholders around the area, much more so than a regular community club," Cricket Victoria CEO Tony Dodemaide said.
