Councillor Leigh Wilson was elected as mayor at a statutory meeting earlier this week in Echuca while councillor Carol Howell was appointed as deputy mayor.
Cr Wilson said he would continue the work of outgoing mayor Ian Madison and ensure the council was a leader in local government.
"Campaspe has a strong economy underpinned by its three thriving employment sectors - farming, tourism and health - strong and resilient communities, and a way of life that is the envy of others," Cr Wilson said.
"Every citizen has an important part to play in Campaspe’s future and as the Mayor, I pledge to work with my councillor colleagues, community and council staff to build upon these strengths so we can make Campaspe an even better place to live, visit and invest."
Cr Wilson said he was determined to get younger people more involved in council decision making.
“While our community satisfaction rating for community engagement improved significantly in 2014, I believe there is still more work to be done in engaging with our younger residents to ensure they have input into decisions that affect them and the way the shire evolves," he said.
"Young families, including children, are some of the biggest users of our services including playgrounds, kindergartens and sports grounds. These young people are also are future decision-makers, home owners and business operators so their participation in community affairs is vital."
Meanwhile, Campaspe Shire Council chief executive Keith Baillie has announced his resignation.
Mr Baillie has worked for the council for eight years and leaves to take up a position as head of the Surf Coast Shire Council.
"It has been my privilege to lead council’s staff in their service to our community and I am proud of what we have achieved together. I believe now is the right time for a new chief executive officer to take the next step in this journey," he said.
Mr Baillie will finish on December 19.
