The Strathfieldsaye Primary student won his heat of the 11 years 80-metre hurdles in a time of 12.59 seconds, lowering the mark set in 2005 by 0.26s.
He then bettered that performance in the final, claiming gold and stopping the clock at 12.47 seconds.
Scott won silver in the event at last year's championships and scored a golden double at the Victorian little athletics state titles in March, winning both the 60m and 80m hurdle races.
He was one of three Bendigo youngsters to win medals at the 2014 SSV carnival at Lakeside Stadium.
Charlotte Sexton, from St Francis of the Fields Primary, leapt her way into second in the 9-10 years high jump.
Her silver made up for missing her triple jump after being caught in the traffic snarl caused by overnight thunderstorms and flooding.
The trip from her home to the Albert Park stadium took four hours and she was not the only athlete to miss an event due to the chaos.
Girton Grammar School thrower Serryn Eenjes also brought home a silver medal in the 11 years discus.
Charlotte and Serryn have been invited to represent Victoria at the School Sport Australia national titles in Tasmania next month. Unfortunately for Scott, hurdles is not contested at the carnival.
Other local athletes to finish in the top eight included:
9-10 years: Tullie Rowe (Golden Square), 7th in 1500m; Kobyn James (St Joseph's Rochester), 8th in shot put.
11 years: Ellie Vlaeminck (St Therese's), 7th in 80m hurdles; Deanna Duane (St Liborius), 5th in high jump; Rhys Bolton (St Francis), 6th in 1500m and 7th in 800m; Dyson Daniels (Camp Hill), 6th in high jump; Harvey Gallagher (St Therese's), 5th in triple jump; St Therese's PS, 8th in girls 4x100m relay.
12-13 years: Sarah Milne (Kangaroo Flat), 8th in 80m hurdles; Jakob Taylor (Kerang South), 8th in discus.
