She will run for the seat of Bendigo West.
In a statement released on Wednesday evening, Ms Chapman said small business, rail and a review of local government are part of the main issues in northern Victoria.
"Country Victoria is slowly being eroded by each government and their policies, it's time to get off the Labor-Lib/Nat merry-go-round and promote change," she said.
"I have finally found a grass roots party that stands for what I believe in, common sense and Australian values."
Ms Chapman said she wanted to bring Victoria "back to the place where everyone wanted to live". She also wants to halt the sale of state assets and promote competition over corporate monopolies.
Australian Country Alliance secretary Darren Cooper said Ms Chapman is part of their vision to represent the interests of country Victoria.
The announcement makes the councillor the fourth candidate in Bendigo West, joining current MP Maree Edwards, Liberal Party candidate Michael Langdon and the Greens' John Brownstein.
