One of the founding members of the Blue Ribbon Foundation attended the National Police Remembrance Day on Monday in central Bendigo.
John Forbes, 72, chaired the organisation's first meeting 26 years ago.
He said he felt angry at the time that support for families of fallen police was almost non-existent.
"We couldn't walk out on the families, they suffer so much," Mr Forbes said.
He organised sports matches and other events to raise money to support families.
