The monetary figure is more than double the amount rolled over in the previous year and includes a variety of projects still yet to be completed.
The 26 projects left unfinished this year compares to 17 projects that were forced to be rolled over from the 2012-13 financial year.
While some of the projects are considered long-term infrastructure initiatives, council still has money set aside for smaller projects that it failed to complete in the previous 12 months.
The big picture items, which will be rolled into next year, include the 50-metre pool project, which is currently under construction, and the Civic Hall, which has $7,782,068 already budgeted.
However, City of Ballarat chief executive Anthony Schinck said the council was proud of its track record in delivering infrastructure programs.
“We completed more than 99 per cent of our $13 million roads program and more than 90 per cent of our overall capital works program of some 262 projects,” he said.
“The majority of expenditure carried over relates to the 50-metre pool and Civic Hall.
“The annual carryover process is a standard financial requirement to recognise major projects like these that need to be delivered over more than one financial year.”
Mr Schinck said the 2013-14 financial year was one of the biggest for the council in terms of capital works. The rollover was passed by councillors at Wednesday night’s council meeting.
