There will be a full investigation into the Ulumbarra Theatre carpark at the Rosalind Park reserve, after concerns were raised about the legality of the works.

City of Greater Bendigo councillors this week ordered the investigation into the approval of the 69 carparks, which will service theatre patrons.
Minister for Planning Matthew Guy approved construction earlier this year.
But there are concerns that the carparks are in direct conflict with the current Rosalind Park plan, which details a move towards reduced carparking in the area.
The proposed Rosalind Park Master Plan, now out for public comment, also highlights a vision for a greener park with less carparks.
Councillor Peter Cox said the matter must be resolved so progress could be the priority.
"There has been some difference of opinion in legal, technical and historical terms and we need this cleared up so we don't confuse it with the (Rosalind Park) master plan."
The master plan was released for public comment this week, with residents urged to have their say on the future of the park.
Some small parcels of land will also be rezoned to make way for adjustments. The sites to be rezoned include Uley Street, small parts of land in Golden Square adjacent to the primary school and Golf Links Road, Maiden Gully.
Cr James Williams also called on the Bendigo council to write to Minister Terry Mulder asking for an urgent meeting to discuss timetabling, allocation of rolling stock and the operation of the Footscray hub and service improvements on the Bendigo line.
