Eine Brise by Argentinian composer Mauricio Kagel is a whimsical piece which invites the general community to be involved.
Festival founder and director David Chisholm said anyone who owns a bicycle can take part by ringing their bell, whistling and making swishing noises.
He said the work would take place at the velodrome at the Tom Flood Centre on September 7 at 2.45pm - with a rehearsal scheduled for the weekend before.
"It has never been done in Australia before because it requires 111 bicyclists. It's very whimsical and very beautiful," he said.
"It is an event and what (Kagel) calls a transient action."
The festival will take place on September 5, 6 and 7.
