Bendigo Aviation Services' chief pilot Chris Gobel said two training flights had been cancelled due to low visibility this morning.
He said it was up to a pilot to determine if it was safe to depart or land, but said they had to take into account aviation regulations.
"It is pretty thick fog at the moment," he said.
"There are regulations as to what the minimum weather conditions (for flying) are and the pilots need to adhere to these regulations."
Mr Gobel said a plane had taken off from the airport prior to the fog settling in this morning.
He said weather forecasters predicted the fog would lift by 10am but said this had not been the case.
"It is a bit of a problem here in Bendigo," he said.
"If the fog does not lift by 10am then it usually hangs around throughout the day."
