A broken hand, coupled with a minor calf injury, have kept Rosa sidelined since round four.
However, Carter said barring any mishap at training on Thursday night, he expected Rosa to line-up in the centre square against Strathfieldsaye at MyJet Oval on Saturday.
“Simon slightly tweaked a calf last week, but we think it should come up for this game,” Carter said.
“We’ll test it tonight and Saturday if we have to, but we’d like to think he’ll be an in, which will be great for us.
“Simon is a great leader and the guys rise around him and we’ve got a lot of younger guys who haven’t had a chance to play with him yet.
“He brings a lot of guys into the game with the way he goes about his footy, so we’re obviously really looking forward to getting him back.”
Five-time defending premier Golden Square enters the second half of the season sitting fourth, which is a similar position to this stage the past two years.
The Bulldogs will need to be at their best to take it up to the second-placed Storm, who have won six in a row and continue to field a stronger team each week.
