A DOMESTIC violence refuge which has been in the pipeline for five years is no closer to being built.
The Bendigo Advertiser revealed on Monday the Annie North Women's Refuge would not be funded in Tuesday's budget.
The centre had been included in budget estimates, but did not receive support.
Annie North chief executive Julie Oberin sid the organisation was at capacity and had to turn women and children away.
"How many more women and children have to die?" she said.
"We are deeply disappointed."
Tuesday's budget did contain details of domestic violence programs and spending.
The state government said and additional $198.4 million would be spent on support and services for children and families over the next four years.
Almost $23 million will be sent to improve the response to family violence by educating workers to identify when violence is occurring.
Access to support will also be expanded.
The government will spend $13.4 million to prevent domestic and other forms of violence.
More than $24 million will be spent to create 23 new child protection workers in high-needs areas.
The government expects 600 family violence interventions will be deliver each year through new funding.
" The Victorian Government has taken a systematic and strategic approach to improving support," Community Services Minister Mary Wooldridge said.
"We are linking services, placing the client and their family at the centre of our response, with a real focus on outcomes."
Ms Wooldridge said the government had invested more than $900 million in vulnerable children and families since November 2010.
She said the government was committed to strengthening community services for vulnerable people.
