Records were broken in Melbourne and Bendigo experienced its second warmest April night on record on April 1.
"It's definitely been pretty warm," Bureau of Meteorology's Kevin Smith said.
"The forecast is for it to cool down but with the cloud cover the way it is, the warmth is getting held in.
"There is no breeze to push it out, so it's hung there."
South-west winds are expected to bring a cool change today and tomorrow before the temperature climbs through the low to mid-20s on Sunday and Monday.
