In a statement released to media today, Cr Ruffell said she had lodged an application with the Victorian Civil and Administrative Tribunal ''to review the decision of the Conduct Panel dated February 10, 2014''.
“I am pursuing a fresh hearing of this matter as I do not consider that my handling of the dispute amounted to misconduct,'' she said.
“Now that the application has been lodged, it is my understanding that VCAT will notify the other parties and make arrangements regarding how the matter is to be dealt with.
“In respect for the process, I will not be making any further public comment at this time.”
