The court heard James Gahan, who has previously been jailed for driving offences, was caught by police on Eaglehawk Road without an alcohol interlock device.
Mr Gahan, a father of two, had been ordered to use an interlock device for four years from 2012, the court heard.
Defence lawyer Marcus Williams said his client had the device installed but had been locked out of his vehicle.
Mr Gahan had been driving his father's car when caught.
Magistrate David Faram imposed a $750 fine plus court costs.
