The New Zealander rode the 2.5km in three minutes flat to beat compatriot Tom Scully by less than a second in the Wednesday twilight time trial, which was staged through the Melbourne CBD.
Pre-race favourite and Orica-GreenEDGE team leader Simon Gerrans finished 11th, but is well-placed at only five seconds off the pace.
Bendigo's Glenn O'Shea finished 13th in a time of 3:07.01, Lachlan Norris was 16th in 3:07.37, while Jack Haig was 29th in 3:09.54.
