Arthur has added 15 recruits, including Jeff McMurtrie, who has joined the Bloods from Newbridge.
"We were looking for a goalkicking midfielder, so Jeff fits the bill nicely," Arthur said on Friday.
"He had an injury last year (ankle) and didn't play a lot of games, but he is fit and ready for a big year."
Elmore's recruits also include two players who coached senior football last year - Dan Holyman (Picola United), a versatile key position player, and Ben Makepeace (Mathoura).
Joining Makepeace at Elmore from Mathoura is Marty McKenzie, who kicked 48 goals in eight games last year, and Stuart Day.
The list of Elmore recruits also includes Jim Oretel and Quinn Hobbs, who are members of the Canada International Cup team. They both played on the Gold Coast last year.
Moulamein pair Daniel Volvo and Paul Volvo are also joining the Bloods, as well as the Wakool quartet of Beau Duggan Hulands - who won last year's Golden Rivers league reserves best and fairest - Lee Solar, Josh Barnes and Craig Lashbrook.
