As athletes battled blustery conditions, Hocking looked like being a comfortable winner with 100 metres to go, but Jack Dooley rocketed home from sixth place.
Hocking was adjudged the winner in a photo-finish, running a time of 2.48 minutes. Dooley recorded fastest time of 2.14 minutes.
Dooley will contest the Maryborough Gift (120m) on New Year's Day.
Early leader Mandy Worthington finished third.
A 1000m will be run on January 16 from 6.50pm.
