The rezoning of the 183-hectare Forest Park Estate, at 244 Edwards Road, has been approved by a state government independent panel, with minor changes.
It will now go back to councillors for final deliberation, before going to Planning Minister Matthew Guy.
Birchgrove Property managing director Damien Tangey said it was exciting to get one step closer.
"We believe strongly in the development, as it caters for the demand of long term growth. We hope council see the benefits too," he said.
The subdivision will feature 1400 new homes, a community hub and recreation centre.
Council planning and development director Prue Mansfield said minor changes recommended by the panel included restrictions on what people plant in their garden outside the bushfire management overlay.
"We see the panel's general support as a positive outcome," she said.
