Loddon Shire Council has served notices on builder Global Contracting after claiming the company had been absent from the site.
Council chief executive John McLinden said the notice, which asks the builder to return to the site, would expire Friday.
“We will know where we sit with them depending on how they respond,” he said.
“This is just part of the contractual process.
“Monday will be decision day for us.”
The council will consider using contractors to complete the project if Global Contracting does not return to work.
A Global Contracting receptionist told The Bendigo Advertiser on Monday all staff had been on leave.
The site was damaged by floods in early 2011.
“Most of our conversations have been with potential caravan park tenants,” Mr McLinden said.
“They’re obviously disappointed the park won’t be open for summer.”
The caravan park, which was damaged by floods, had been due to open next weekend.
